• Shanghai Customs Tax Form Printing Reform Launched in an All-round Way



    On December 8, the full moon of the reform of independent printing of Shanghai Customs tax receipts was observed. At the same time, Shanghai Customs has taken the lead in realizing the paperless customs clearance and on-line customs clearance. It has also provided Shanghai experience for the replication and promotion of this reform in the whole country and created a Shanghai template. Since November 19, the General Administration of Customs has comprehensively promoted this reform in more than 600 customs service sites throughout the country.

    From January to November this year, the number of customs tax receipts in Shanghai was 7.732 million, accounting for 39.4% of the country. As the largest customs in China, the average daily printing volume of Shanghai Customs is more than 30,000. In order to make import and export enterprises better experience the convenience of paperless customs clearance reform, the General Administration of Customs launched a pilot project of independent printing of tax receipts in Shanghai and Nanjing on January 19 this year. Enterprises can complete the whole process from declaration, tax payment to release, self-downloading or printing of tax receipts online. The "last mile" of customs clearance link has been cleared, and it advocates the replacement of electronic tax receipts with formatted ones. The concept of paper documents also makes customs clearance more green and environmentally friendly.

The use of electronic tax receipts can also be the first time on-line VAT deduction business." Ji Qun, Minister of Trade and Customs, spoke highly of the speed-up and cost-reduction effects brought about by the reform.

Before printing the tax forms independently, in order to ensure that a large number of paper tax forms are not lost and error-free in the process of circulation, the company spent a lot of manpower and material resources on the internal process links. Shanghai New Development International Logistics Co., Ltd., which specializes in customs broker and logistics, has set up a special tax management post in the company before the reform because it handles up to 300 tax declarations per day. It arranges 4-5 employees to print, copy and organize tax declarations at the customs, and then express them to customers.

    After Shanghai Customs launched the reform of independent printing of tax receipts, import and export enterprises can obtain tax receipts in real time after successful payment of taxes and fees, thus the customs declaration agent enterprises have omitted the steps of running errands to print tax receipts and sending couriers.

    "For import and export enterprises, it is faster and more convenient to get tax receipts and carry out subsequent tax deduction business; for our customs brokers, we can save the cost of personnel engaged in tax receipt management." In the view of Liu Zhiyuan, chairman of the New Development Company, the reform of independent printing of customs tax receipts seems small, but "the benefits to the majority of enterprises are really visible".

    According to the responsible person of Shanghai Customs Statistical Office, which is responsible for promoting the reform of independent printing of tax receipts, the previous tax receipts must be printed on the spot in customs business is based on security considerations such as anti-counterfeiting of tax receipts. With the improvement of the connection between customs and the electronic information network of treasury and inter-bank tax receipts, it is becoming more and more mature to implement the format of Customs Dedicated Payment Letter so that enterprises can complete the printing of tax receipts without leaving home.

    The independent printing reform of tax bills relies on "Internet plus customs" and "single window of international trade" to achieve paperless tax bills. After paying taxes, the formatted tax bill is generated in the customs database. When the enterprise needs to use the IC card to log in "Internet + customs" and "international trade single window", the enterprise can get its tax bill downloaded or printed.
